Time for a break from Halloween for some arresting cuties... Hikaru-kun and Hikari-chan are the mascots of the Niigata Prefectural Police Force in Japan. They even have their own merchandise here. With their bright yellow gloves, adorable hats and sweet faces, we just gotta say "Moshi Moshi Cuties!" xxxo
